High-Level Roundtable discusses Mauritius’ Vision for a Regenerative Blue Economy

A High-Level Roundtable Discussion on Regenerative Blue Economy with the objective of strengthening Mauritius’ leadership in ocean governance and promoting sustainable ocean-based economic development was held yesterday in Port Louis.

The roundtable discussion was organised by the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries, in collaboration with the International Union for Conservation of Nature, Eastern and Southern Africa Regional Office (IUCN–ESARO). It aimed at catalysing the transition from a conventional blue economy approach towards a regenerative, science-driven, and finance-ready ocean model.

The session saw the intervention of the Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell; the Junior Minister, Mr Gilles Fabrice David; and the Regional Director of IUCN–ESARO, Mr Luther Bois Anukur. It also brought together representatives from Ministries and other key stakeholders to engage in a multi-stakeholder policy dialogue aimed at shaping the future direction of the country’s blue economy.

Minister Boolell highlighted the strategic importance of the blue economy for Mauritius as a Big Ocean Small Island State. He emphasised the urgency to translate policy discussions into concrete actions and the role of port development as a key driver of ocean-based economic activities.

The Minister also elaborated on the broad spectrum of opportunities offered by the blue economy. These include: the development of sustainable fisheries; the expansion of marine tourism; the strengthening of marine protected areas; the advancement of carbon sequestration initiatives through ocean ecosystems; and the promotion of innovative financial instruments such as blue bonds aimed at financing sustainable ocean projects.

He further indicated that the blue economy currently contributes approximately 10.9% to the national Gross Domestic Product. In line with the Government’s vision, efforts are underway to double this contribution by the year 2035, he added. In this regard, the Minister emphasised the importance of partnerships, increased investment, and coordinated efforts across sectors.

Junior Minister David pointed out that the blue economy brings together science, finance and effective management of ocean resources. He called for enhanced collaboration among stakeholders to ensure the sustainable use of marine assets and to secure a better future for upcoming generations.

For his part, Luther Bois Anukur reiterated the commitment of the IUCN to support countries in the region in promoting ocean governance and responsible management of marine resources.

The roundtable concluded with a shared commitment among stakeholders to strengthen collaboration and accelerate the implementation of policies and initiatives that will support the transition towards a regenerative blue economy in Mauritius. Key recommendations from the roundtable included the development of a biodiversity finance plan and improved access to funding for ocean-related initiatives.
